    My name is Dennis "Solo" McKeithan, and I'm a prisoner held at SCI Greene prison, Pennsylvania. A lot of times, people here have talked about being in the RHU, which is the Restricted Housing Unit, which is a prison inside a prison. In the Restricted Housing Unit, you have [inaudible] custody and administrative custody. Administrative custody is supposed to be non-punitive, but in reality, it is a continuation of the punishment under the guise and label of administrative custody. You still locked in 23 to 24 hours a day. You get one hour, five days a week, exercise at a dog kennel-type cage. You have no other human contact. You are handcuffed behind your back whenever you come out for a shower which you only get 3 showers a week for 10 minutes, each. You are fed through a slot in the door, and you get depleted portions of food. You may get two pieces of broccoli, three spoons of potatoes. Justice has just as widely denied to the poor, downtrodden, and outright innocent along the way. Our government has laid out a plan for it that's been revised countless times on every level until most of us are confused as to how it should be consistently and equally distributed from race to race, class to class, and generation and generation. I believe in justice, have had mine denied and then wiped clean off the mat, where only faith kept my mind and actions from seeking the dark side. Instead, I was bolstered with the self-control and desire to not make matters worse every time.     "Eastern Kentucky University Environmental Forum."While preparing for this piece, it was asked some specific questions which require more time than what I have to answer. However, I will try, within the time constraints, to address most of them.First, let's talk about the grassroots movement in the affected communities. It must be understood that for a lot of the people, prospects of having a power plant or coal gasification plant in their community is, in their mind, a blessing because of the potential for a better financial future. Bear in mind that, for the majority of the time, these projects target poor and uneducated communities, so any of us tries to stop the construction of such facilities will be viewed as the enemy. For those people, the thought of possibly losing their chance at a better life will be frightening. My subject matter is prison-based gerrymandering. An article in the new Pittsburgh Courier, December the 2nd, quotes the Pennsylvania Secretary of Corrections John Wessel stating that he stopped the longstanding policy of shipping inmates to facilities far from their homes when studied data revealed that it hindered family visits and increased recidivism. According to the Pennsylvania state constitution, counting prisoners living in areas that aren't their residence is illegal. According to a 2009 study by the Prison Policy Initiative, blacks are 9.8 times as likely to be in prison as white people, but a disproportionate number of state and federal prisons are located in counties that have a larger proportion of whites than the state has a whole. In 2010, Maryland became the first state to pass a law requiring that prisoners be counted in their own districts, adding an estimated 12,000 Baltimoreans to the city's official population.
