Indiana is one of only five states that does not have hate crime laws in effect, but August will mark the first-ever Indiana Response to Hate Conference. The Bureau of Justice estimates two-thirds of hate crimes go unreported, encompassing incidents from racism to denying the rights of those with disabilities.
