Rodrigo Lara was arrested for the alleged murder.    Officers were dispatched to the area of Lloyd and South Bliss Streets and found a person had been shot.    The identity of the victim has not been released.    Lara faces charges including: first degree murder, participating in a street gang, and possession of a firearm by a felon.    He's due in court later this week.Authorities have identified the driver of a vehicle who was killed after crashing
