County Clerk Aimee Espinoza announced at the county board of supervisors meeting Tuesday she will mail notifications to 77,000 inactive voters, a little over 17% of total registered voters in Kern County.    Recipients have to respond within 15 days of recieving the notification or they will be taken off the voter role list.    But, some people are floored by the number of inactive voters. It's now been over two months since Sheriff Donny Youngblood revealed
