Some of today's top storiesrumors are swirling on Capitol Hill this morning.     Former Bakersfield Congressman Kevin McCarthy is being considered as a top candidate for Donald Trump's chief of staff... should Trump win the presidential election. That's according to a Bloomberg article published yesterday.    It says McCarthy was offered the job in Trump's last term, but turned it down because he wanted to serve as house speaker.     According to Bloomberg, Trump is considering McCarthy as chief of staff because of McCarthy's understanding of Capitol Hill, federal agencies and budgets.     McCarthy has largely remained out of the public eye since his resignation from Congress in December. We are less than two hours away from polling sites opening up in Kern County for a special election.    Voters are being asked to choose who will complete the remainder of Kevin McCarthy's term in the House... which would've ended next January... had he not resigned Remember... the special election is *separate* from the ful
